Mica Project Planning: the role of the Columbia River Treaty on its Planning and Initial Operation
This paper, presented at the discusses the planning and initial operation of the Mica Dam project. The factors influencing the initial filling of the reservoir are examined. Treaty operating plans, designed to increase downstream hydroelectric power generation, to provide flood control both in Canada and the United States, and to optimize generation at Mica to meet load requirements in British Columbia, are described.
“Mica Dam, located on the Columbia River, British Columbia, is one of three dams built in British Columbia under terms of the Columbia River Treaty of 1961. The dam provides a total storage capacity of 20 million acre-feet (M ac-ft) of which 12 M ac-ft is usable. The planning and initial operation of Mica storage are reviewed. The factors affecting the initial filling of the reservoir are discussed. Finally, Treaty operating plans, designed to increase downstream hydroelectric power generation, to provide flood control both in Canada and the United States, and to optimize generation at Mica to meet load requirements in British Columbia, are described. The dam became operational on schedule in 1973 and the initial filling of the reservoir was completed by August 1976. The operation of Mica storage has been successfully carried out in accordance with Treaty operating plans. Since the fall of 1976, these plans have been designed to optimize generation at Mica to meet British Columbia’s load requirements as well as to provide downstream power and flood control benefits.” (Taken from abstract)
