Small Water Systems Operator Training
The Trust is hosting free training events for operators of community-owned and managed Small Water System (SWS) across the Basin as part of the Trust’s Water Initiatives.
The three-day training provides practical instruction in the classroom and field on operations of small water systems, along with opportunities to network with other small water system operators. Training topics will include:
- How to take water samples.
- Common water quality parameters.
- Disinfection and chlorination practices for new mains or repairs.
- Maintenance of water distribution components such as hydrants and valves.
- Flushing programs and fire flow testing.
- Safety and regulations for small water systems.
Participants will also have the opportunity for hands on training on tasks such as:
- Taking chlorine and turbidity analysis.
- Handling of pump parts such as impellers, sleeves, packing, and mechanical seals.
- Joining and repairing service line pipes.
SWS operators can register to attend the event at their nearest location including lunch and refreshments. Participants may be reimbursed for up to $250 in eligible travel expenses to attend the event, including mileage, hotels and meal per diems at rates established by the Trust.
Up to two operators from each SWS may register for the event; however, space is limited so not all registrants may be accepted.
Eligibility: Improvement Districts, Water User Communities, and registered non-profit societies managing a water utility for community owned SWS that serve less than 500 people in a 24-hour period.
- Operators of privately-owned water utilities are not eligible.
- Operators of municipal or regional district owned or managed water systems are not eligible.
- Those that are legally required to hold a EOCP SWS Operator certification or higher (i.e. EOCP Operators Level 1 to 4) are not eligible.
Following the training portion of the event, participants may choose to take the Environmental Operators Certification Program (EOCP) exam towards obtaining their SWS Operator Certification, but it is not required to participate in the event.
To register for the EOCP Small Water Systems Operator Certification exam, the following is required:
- 12 hours of continuing education in an EOCP approved SWS course which is met by participating in this training event; and
- 50 hours of hands-on operating experience (download supervisor verification form here)

Note: the invigilated exam requires a minimum number of registrants to occur.
