Annotations of the Columbia River Treaty and Related Documents
“This annotation of the Columbia Treaty and related documents has been developed as a guide to the interpretation of the Treaty. The notes following each section, analogous to a brief legislative history, should provide ready assistance in establishing the intent of the negotiators who drew up the Treaty, Protocol, and exchanges of notes. At the same time, the annotation contains cross references calling attention to the full range of provisions in the various documents bearing on any one particular point.
